Administrative closure of Espace Carlos Moreira: our association demands a solution.
Since April 26, 2026, Espace Carlos Moreira—located at 34 Rue Charles-Antoine-Martin in Saint-Fons—has been subject to a municipal order closing it to the public.
Alliance Capverdienne became aware of this order on the evening of April 29, following notification by the municipal police.
This decision is primarily based on findings from a 2024 safety report. However, since that report was issued, the association has carried out significant work: creating a second emergency exit, upgrading the electrical system, installing restrooms accessible to people with reduced mobility, and installing a Type 4 alarm system, emergency lighting units, fire extinguishers, and evacuation plans.
By the time the closure order was issued, the measures cited therein had already been completed or were nearing completion.
On May 5, 2026, the Mayor of Saint-Fons visited the site, accompanied by two Deputy Mayors, Mr. Kebab and Mr. Saadaoui. They were able to personally observe the work and improvements that had been carried out.
Following this visit, the association was informed that its situation would be re-evaluated and that various options would be considered.
Since then, despite the submission of the administrative file and the numerous measures taken, no concrete solution has been found to allow activities to resume.
Alliance Capverdienne is not asking for safety standards to be ignored. It is requesting a new official visit to assess the facilities in their current, actual state.
Our request is clear:
– to quickly organize an updated inspection with the competent authorities;
– to allow full reopening if compliance with safety conditions is confirmed;
– or to authorize a provisional, regulated reopening pending review by the departmental safety commission.
The prolonged closure is causing serious harm to the association. Rent, service charges, insurance, and other expenses continue to be charged while activities remain suspended.
After more than twenty-three years in Saint-Fons, our goal remains to establish a dialogue and find a constructive, proportionate, and safe solution.
